Reimagining Special Economic Zones for Strategic FDI - White Paper

This document is the first in a three-part White Paper series on Reimagining SEZs for Strategic FDI in the MENA Region.

This White Paper is based on our project activities during the end of 2025 and early 2026. The recent turn of events will affect some of the trends and findings mentioned in the paper. However, we will continue to work on this series, and the next edition will pick up the implications of the current conflict in the region on FDI, Zone strategy and trading dynamics. We firmly believe that all the achievements and ambitions of the GCC states will help the region navigate through this turmoil and come out even stronger when this situation subsides.
